Chapter 3 Case Study

Communication is the exchange of information between a sender and receiver that delivers meaning between the parties involved (Stojkovic, Kalinich, & klofas, 2012). Communication is a process of exchanging information, ideas, thoughts, feelings and emotions through speech, signals, writing, or behavior. In communication process, a sender (encoder) encodes a message and then using a medium/channel sends it to the receiver (decoder) who decodes the message and after processing information, sends back appropriate feedback/reply using a medium/channel. To understand communication we have to understand the concept of it first. There are two forms of communication: nonverbal communication is the sending or receiving of wordless messages such as gesture, body language, posture, tone of voice and facial expression. Verbal communication refers to the form of communication in which message is transmitted verbally; communication is done by word of mouth and a piece of writing. Based on style and purpose communication bears its own characteristic, formal communication and informal communication. In formal communication, certain rules, conventions and principles are followed while communicating message. Formal communication occurs in formal and official style. Usually professional settings, corporate meetings, conferences undergoes in formal pattern. Informal communication is done using channels that are in contrast with formal communication channels. It’s just a casual talk. It is established for societal affiliations of members in an organization and face-to-face discussions. Informal communication, unlike formal communication, doesn’t follow authority lines.

Bureaucratic organizations are characterized by many layers of management and function with well defined rules and procedures. Bureaucratic structure is a structure of highly operating routine tasks achieved through specialization, much formalized rules and regulations, tasks that are grouped into functional departments, centralized authority, narrow spans of control, and decision making that follows the chain of command according to the journal article (Widhiastuti, 2012 ). With communication and an organization that is structured in a traditional bureaucratic form improvement can be implemented by the related of the structure established between positions, the goals organization planning between the position as job description, authority to carry out the duties given to the position, line of authority and position arranged according to a hierarchical order. Because bureaucratic is formal and function represent stated, sough-after goals of administrative leadership communication with the environment can be improved with dealing with the public through the news media. “Building a relationship with the media is a formidable challenge fraught with potential problems, but it must be a major goal of an agency administrator” (Stojkovic, Kalinich, & klofas, 2012). Making communication at the top priority the power position of the leader becomes impregnable. Not only can the leader manipulate information and use the communication network against any potential rival but also, by the exercise of his functions, he acquires specialized knowledge and political skills that make him almost irreplaceable to the organization. In this way both the structural position of the rulers and the ruled lead to a political system that perpetuates the leadership of the person in power and alienates the rank and file from the political process. “Administrators need to develop routinized methods of providing useful information to the public and the political system; they must learn to cultivate, not shun, media relations” (Stojkovic, Kalinich, & klofas, 2012). Teamwork rather than adversarial and competitive , facilitate the participation of line staff in management and public and private agencies should share information across boundaries more readily for the improvement of communication in an organization that is structured in a traditional bureaucratic.

Bureaucratic organizations assign individuals specialized duties and routinely monitor their performance. Communication within a bureaucratic structure is formal and commonly relies on written messages, reports and memos. Computerized communication can be utilized to improve the effectiveness of communication in a bureaucratic organization in the advancement of teleconferencing, or videoconferencing that improves the efficiency of communication. Reports can be written on computers, checked for spelling and proper grammar, and sent out instantly to a number of recipients upon completion (Stojkovic, Kalinich, & klofas, 2012). However, there are downfalls when it comes to computerized communication such as skilled hackers can break into computer systems and steal information, making security difficult. Computer viruses can be created by computer hackers that intrude into a system to destroy programs and records which ineffective work can’t be used. Lack of communication skills can be a downfall in the use of complex channels. Poor organizational climate can discourage the lack of motivation or interest in computerized communication ineffective. In today’s society we lack in communication with a lot of new technology being acceptable with texting becoming the norm of communication individuals are not skilled enough to even use proper English when communicating in a professional matter. Let alone when laws are put into place “NO TEXTING WHILE DRIVING” communication have really lacked in a lot of individuals and the workplace.
